Subject:  End of School Year Activities and the COVID-19 Pandemic

Dear DUYAN Community,

Greetings of Peace!

The Department of Health (DOH) on Saturday, Mar. 7, 2020 raised the Alert System to Code Red, Sublevel 1 due to the threat posed by the coronavirus disease (COVID-19) in the country.  On Mar. 9, President Rodrigo Duterte has signed a proclamation, Proclamation 922, declaring a state of public health.  This prompted the Department of Education to release a Memorandum entitled DM 034, S. 2020 – FIFTH SET OF POLICY DIRECTIVES OF DEPED TASK FORCE COVID-19.  In this Memo, DepEd added new guidelines and procedures based on the new data they have gathered from DOH.  Many guidelines from the first four sets of policy directives were reiterated and sustained.  Among those pertinent guidelines include the cancellation of National, Regional, Division, and District events especially those that will draw a big crowd.  Both DepEd and DOH also outlined strict precautionary measures to prevent the spread of the new coronavirus.  (See DOH DM No. 2020-0055 (Feb. 3, 2020), 2020-0090 (Feb. 17, 2020)) On Mar. 11, Dr. Tedros, the Director General of the World Health Organization, characterized COVID-19 as a pandemic, after it has passed 100,000 cases worldwide.

Today, Mar. 12, the number of confirmed cases in the country rose to at least 52, with one case in Dumaguete. Just this evening, the Alert System was raised to Code Red Sub-Level 2.  This involves the cancellation of all forms of travel to and from Manila starting Mar. 15 and the cancellation of classes in all levels in Manila.  Here in Cebu, several schools have already cancelled their classes and activities.

In light of all these data, the online survey we conducted last Mar. 7-9, the DepEd Conference in the Lapu-lapu Division this morning, and our utmost concern of the health, safety, and well-being of our dear children, the Administrative Team of Duyan Learning Center – Mactan Arts Academy hereby declare the following adjustments to the school’s year end activities.

“…if my people, who are called by my name, will humble themselves and pray and seek my face and turn from their wicked ways, then I will hear from heaven, and I will forgive their sin and will heal their land.”

(2 Chronicles 7:14 New International Version (NIV))
